No, Arizona is not a franchise registration state. In fact, Arizona has no franchise specific laws or regulations. This means that franchisors do not need any approval in Arizona to offer or sale franchises in that state.
Franchisors can offer and sale franchises in Arizona with an issued Franchise Disclosure Document "FDD". The FDD is a requirement of federal law and must be used to offer franchise opportunities in every state absent a limited exception to the Franchise Rule. Every FDD is required to make certain disclosures across 23 areas known as Items.
It is an unfair and deceptive trade practice not to provide a copy of the FDD on reasonable request.
